Is this a good idea?

New York had this thing a while back where if you killed a rat and brought it to city hall they gave you a dollar. And than they solved the rat problem cause people would like hunt them for money. So my idea is why don't we do that with fools. If you bust a cap in a fool and take his carcass to city hall you get a dollar. Pretty soon we wouldn't have any bustas left in this broke *** society.
