What is the responsibility of elites in poverty reduction?

I need some materials on this topic as i have been asked to make a presentation at collage, any help would be greatly appreciated.

The word poverty has a broad meaning.If a person has a poor attitude,It is a result of the society he lived.So unless society is educated, we can't reduce the level of poverty.Therefor poverty reduction means increasing the educational level of the society.

most elite have no idea what poverty is so therefor assume no responsibity



do they have a responsibility?? perhaps the poor should be more responsible and have fewer kids- so as to end the cycle? (ok that sounds harsh I know but seriously most rich are only in it for themself)

Those in poverty should stop having kids if they know they cannot support the ones that they already have. They should get jobs so they do not have to complain bitterly that welfare does not give them enough money.
