If you are creating a certificate for team members I would make it general so that it applies to all members of your team and not just the women. Otherwise this endeavour could very well back fire on you. If you are rewarding members of the team it should be based solely on their performance, not on any other criteria.

You could write a letter or email to all your female staff, saying that your team or organisation recognises the international women's day event, and provides evidence of any recent activities reinforcing your equality and diversity policies, especially where this has applied directly to women's rights in the workplace.
Just giving out a performance reward certificate which only women get, and outside of your normal rewards framework, is a bit patronising, suggesting that only women need this and that this is okay. The idea about the efforts here should be to try to improve things from the way they stand, rather than accept any inequalities in your immediate environment.

This certificate is to acknowledge how you enrich our workplace with you pointless nattering, days off cos your kid has a cough, early finishes because your plastic nail broke, etc etc.

I am sure you mean well but that is deeply patronising. They are women not children in school. Think of something else to do.

Some ideas;
"Now is your time, make it last all month."
"You have the strength inside you to stand alone if you want it"
"Life flows from inside you like a river"
