HOW CAN SCOUTS HELP IN EMERGENCY SITUATIINS IN THE COMMUNITY?

By being pre-trained to do so. Scouts who want to help in disasters should be going through training NOW in First Aid, in emergency response, etc. They should be learning about which agencies in their local area respond after a disaster, and how they do so, and then approach these post-disaster players to find out how scouts (both Girl Scouts of the USA and Boy Scouts of America) could help. They should be looking at where the gaps in service are -- for immigrant communities that don't speak English and don't know where to seek services, for the elderly who are often the victims of scams after disasters, etc. and where scouts might be able to be a part of that.

They are able to help where ever there is a need. You do not have to wait for an emergency where you may either be in danger or be in the way.
There are emergencies in every day life, like a spilled parcel for an aged person, another child being picked on by bullies, dirty windows at home when Mum wants to make a good impression on expected visitors, your little sister loosing her doll...etc.
You will have plenty of opportunities which are not really 'showy' but are the work of a good Scout.

Your scoutmaster should be able to help you talk with the local emergency preparedness director and Red Cross so your troop or troop members can be part of the local emergency plan.
Beyond that when you earn badges in First Aid you are preparing to help anyone who needs that. For example if there were a bad storm and it took a while for ambulances to come trained first aiders who were already nearby could help people by stopping bleeding, doing CPR if needed, being sure people were not moved in ways that could hurt them worse, etc. Outdoor and survival badges show you how to manage well if normal utilities and systems are knocked out. A ham operators badge helps prepare you to help with emergency communications. Childcare badges help you learn to take care of children whose parents are hurt or are dealing with the emergency.
